Ghana scales up AI and digital skills across technical education
Ghana is entering a new phase of digital transformation in technical and vocational education and training (TVET). To lay the foundation for nationwide expansion of AI EmpowerED, a transformative teacher training initiative part of UNESCO’s Global Skills Academy, UNESCO has formalized partnerships with Ghana TVET Service and the Ghana Education Trust Fund (GETFund). The initiative is supported by Microsoft Elevate, KPMG International and Tablet Academy.
A shared ambition to modernize Ghana's TVET systems
AI EmpowerED equips TVET educators and learners with the AI and digital skills needed for a rapidly changing labour market. Launched in 2025 across six countries, through UNESCO’s Global Skills Academy, it brings together private-sector expertise and national education institutions to support sustainable, system-wide change.
From pilot to national scale
In partnership with Ghana TVET Service and GETFund, the national rollout in Ghana builds on a 2025 pilot at the AAMUSTED University, Ghana’s leading TVET educational institution. The programme uses a structured train-the-trainer model designed to build sustainable capacity within TVET institutions: selected master trainers complete an intensive bootcamp and Microsoft-accredited learning pathways, then share their knowledge with colleagues and learners. Personalized learning journeys help participants build relevant skills while promoting confident, effective and ethical use of AI.
As technology continues to transform industries and redefine the future of work, the need to equip our young people with relevant digital competencies, AI capabilities and innovation-driven skills has become more urgent than ever.
Paul Adjei, Administrator of GETFund, Ghana
Since the start of the pilot phase, more than 30 master trainers and around 3,300 learners have already completed their learning journeys and earned Microsoft certifications in AI and digital skills. This first cohort can now help extend the programme across Ghana’s TVET network.
Our digital transformation must deliberately reach deprived and underserved communities where connectivity remains a challenge. This partnership with UNESCO and its partners is an important step towards ensuring that every TVET teacher, regardless of location, has the opportunity to participate in and benefit from the digital future.
Eric Kofi Adzroe, Director-General of Ghana TVET Service
Looking ahead: reaching institutions across Ghana
Phase two will bring AI and digital skills training to around 140 TVET institutions in the country. The rollout is planned in four consecutive three-month cycles, grouping institutions by region. National stakeholders aim to reach up to one million TVET educators and learners with training and certification by the end of 2027, embedding these competencies across technical and vocational education.
Ghana is part of a wider six-country initiative. India, Kenya, Malaysia, Uganda and the United Republic of Tanzania are also moving from pilot delivery towards broader national reach, adapting the model to their contexts. Together, these scale-ups seek to build more resilient, inclusive and future-ready TVET systems for an AI-driven economy.
The initiative contributes to Sustainable Development Goal 4 on quality education and Sustainable Development Goal 8 on decent work and economic growth, supporting UNESCO’s efforts to ensure that technical and vocational education continues to evolve alongside changes in the world of work.
