Anforderungen an die berufliche Bildung in Russland

In den letzten zehn Jahren haben sich drei zentrale Anforderungen an die russische Berufsbildung entwickelt. Das sind: Forderungen regionaler Arbeitgeber, Regelungen für professionelle berufliche Standards und WorldSkills-Kompetenzen.

Alexander Ovchinnikov, Direktor des Zentrums für Entwicklung der professionalen Ausbildung in Russland, stellte fest, dass sich in den letzten zehn Jahren drei neue Anforderungen an die Berufsbildung entwickelt haben. Das sind: Forderungen regionaler Arbeitgeber, Regelungen für professionelle berufliche Standards und WorldSkills-Kompetenzen.

Experten der Moskauer Polytechnischen Universität nahmen an einer Diskusion bei Global Education teil. "Da bei neuen Generationen Studierender rasante Veränderungen in kognitiver Sphäre zu merken sind, achtet die Moskauer Polytechnische Universität darauf, eine projektbasierte Ausbildung zu gewährleisten", meint Andrey Phillipovich, Dekan der Fakultät für Informationstechnologien.

Alexander Ovchinnikov, Direktor des Zentrums für Entwicklung der professionalen Ausbildung erwidert, dass die Berufsschulen dabei eine besondere Aufgabe haben. Es haben sich in den letzten zehn Jahren zumindest drei neue Regelungskanäle in der Berufsbildung entwickelt, und zwar: Forderungen der regionalen Arbeitgeber, Regelungen für professionelle berufliche Standards und WorldSkills-Kompetenzen.

Are lectures useless and what can be the future of the special professional education?

The discussion at the "Global Education" touched upon the issue that lectures are useless and what can be the future of the special professional education.

Experts of Moscow Poly took part in the XII international congress "Global Education - Education beyond Boundaries", arranged by the Ministry of Enlightenment of the Russian Federation. They spoke of the project-based education, fruitlessness of classic lectures and changes in the system of the secondary vocational education (SVE).

The Minister of Enlightenment of the Russian Federation Olga Vasilyeva took part in the event. In her presentation to the congress, Head of the Ministry reported that 100 centers for secondary vocational training will be established in Russia. "We are entering the year 2019 with specific project proposals: the federal project 'The Young Professionals (Improving the Competitiveness of Professional Education)' within the national project 'Education' sets up the guidance for the planned changes in the system of secondary professional education for the next six years. Here we mean establishment of fundamentally new structures – 100 centers for advanced professional training, which will provide flexible educational trajectories for all categories of population within the new competences and qualifications", the Minister told the audience.

The participants discussed digital transformation of professional education. "Today we watch everywhere the cognitive changes in our students, caused by information technologies”, - Andrey Filippovich, Dean of the IT Faculty noted at one of sessions. – "The availability of permanent access to the Internet and gadgets in our pockets leads to the situation when we are no longer striving to memorize information. And this, in turn, changes the approaches to classic pedagogy, making lectures and typical laboratory works useless. This is one of the reasons why Moscow Poly and other universities pay a lot of attention to the project-based teaching, allowing to get information on request and apply it in practice immediately".

Head of the Center for Development of the Professional Education at Moscow Poly Aleksey Ovchinnikov was a moderator at two congress sessions, devoted to innovative landscape of the SVE and the evaluation system of graduates' qualification. "The colleges, like the whole system of SVE, currently find themselves in an interesting situation of a multichannel regulation. Any college headteacher, when developing the contents of an educational program, is obliged to use the documents of the Ministry, requirements of the WorldSkills, regulations of professional standards and requirements of regional employers. A similar situation arises concerning assessment of the graduates' qualification. In fact, a college now has four different tools for assessment whether a graduate is prepared to enter the labor market. While just ten years ago colleges had the only regulation channel – state standards, and just one assessment system – the SFA (state final attestation). Now the model has become much more complicated, and this is a serious challenge for colleges. We can only hope that the competitive situation among various regulation tools and evaluation will affect the graduates' quality in a positive way. And it is important that the key player in this story becomes the employer, who will finally employ the graduate and fix his salary according to the confirmed qualification", Aleksey Ovchinnikov told the audience.

According to the Minister of Enlightenment, in 2017 the total number of admissions to the programs at institutions of the secondary vocational education amounted to 962,8 thousand people, while in 2018, basing on the preliminary data, over 1 million first-year students have been enrolled to the training on the SVE programs.

The XII international congress-exhibition "Global Education – Education beyond Boundaries" is held in Moscow during December 18-19. The organizer of the event is the Ministry of Enlightenment of the Russian Federation. In the course of the plenary and thematic sessions on the 18th and 19th of December discussion focuses on the issues of development of the secondary vocational education and continuous education in the framework of the federal project "Young Professionals (Improving the Competitiveness of Professional Education)" within the national project "Education".
