Education Policy Outlook: Neue Schriftenreihe der OECD

Regierungen konzentrieren sich mehr und mehr auf Bildung und Kompetenzentwicklung als Schlüssel für Wachstum und gerechtere Chancenverteilung. Mit der neuen Schriftenreihe "Education Policy Outlook" überprüft die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) die Bildungspolitik und Reformen in den OECD-Ländern.

 

Education Policy Outlook: A new OECD publication series

 

Demands for a coherent perspective on education policies and practices across countries have increased within and outside OECD: as governments focus more and more on skills as key for growth and a more equitable distribution of opportunities, policy makers seek comparative evidence on the different elements of policy reform, including policy choices, implementation and impact. While the evidence base has been growing, not least because of work by OECD countries, it is dispersed and can be difficult to analyse.

To offer governments assistance in the design and implementation of policies that can make a difference in education outcomes, the OECD Education Directorate will develop the Education Policy Outlook, a publication that will use its existing knowledge to review education policies and reforms across OECD countries. It will not only build on the substantial comparative and sectorial policy knowledge base available in the OECD, but looks to achieve further added value by providing a systematic and comparative analysis of educational policies and reforms.

More specifically, it will develop a comparative outlook on education policy by:
a) providing analysis on individual countries' education context, challenges and policies and
b) providing comparative insight on policies and reforms in selected areas.

The long term focus will be on policy alternatives for raising education outcomes. The publication will take into consideration the importance of context and on the implementation processes, as they are key for success of reforms. To ensure that it provides policy makers and practitioners with analysis to assist them in formulating and implementing policies focused on improving the performance of their education systems, the publication will:

 

  • Follow a policy lever structure grouped in three areas: raising students' outcomes (equity and preparing students for the future); enhancing the quality of institutions (school improvement and evaluation and assessment) and steering the system (governance and funding).
  • Have three sections:
    Trends in education policy: a systematic and comparative overview of reforms and measures adopted across countries, with a look into the future;
    Education Policy Country Profiles: will provide a synthetic overview of key policy issues, challenges and reforms for each OECD country;
    Policy reforms in selected areas will present country practices in selected areas to understand reform choices and processes of implementation.
  • Complete Education Policy Profiles for OECD and partner countries will be published separately throughout 2013-2014. These policy profiles will provide a synopsis and overview of countries current situation, challenges and education policy responses.
