Gemäß der litauischen Präsidentin Dalia Grybauskaite liegt die hohe Jugendarbeitslosigkeit in Litauen daran, dass die Regierung dieses Problem nicht ernst nimmt und es nur unkoordinierte Lösungsversuche gibt.
Lithuanian President Dalia Grybauskaite said that a high youth unemployment rate is due to the fact that the government do not consider this issue as a serious one and has been trying to solve it incoherently. On Friday, after the president's meeting with Minister of Labour and Social Security Donatas Jankauskas, Adviser to the President Daiva Ulbinaite said that Grybauskaite encourages developing a youth employment programme. "The president is convinced that this kind of situation is due to the fact that neither the Ministry of Labour and Social Security, nor the government has been taking the issue of unemployment seriously. Lack of strategic planning is the main reason why the government's work does not produce the necessary results," Ulbinate said. According to Grybauskaite, EU structural finds could be used for young people's employment. Grybauskaite said that a new national employment programme must be planned. It should include effective measures that the Economy, Labour and Social Security and Education Ministries should take in order to foster youth employment, informs LETA/ELTA. She said that Lithuania should follow practices of such advanced countries as Germany of Austria. Grybauskaite will discuss youth employment issues with Prime Minister Andrius Kubilius during the meeting, on Monday. Minister of Labour and Social Security Donatas Jankauskas said he will intend to seek that while taking decisions the government takes the president's comments into account. The employment programme will be set up by April. In 2008, around 142 thousand young people were employed, while in 2011 – only 93 thousand. In three years unemployment rate has increased from 13% to 31.1%. 49 thousand young men became unemployed, which is one third of all the working young people. 31.3 considerably exceeds average EU unemployment rate which is 21%.Grybauskaite encourages developing a youth employment programme in Lithuania
