Türkei: Bildung sichert Beschäftigung

Bildung und Ausbildung sind der Schlüssel für eine gesicherte Beschäftigung. Aber nicht alle Teile der türkischen Bevölkerung haben den gleichen Zugang zu hochwertiger Bildung. Dies betrifft insbesondere Frauen und Menschen in den ländlichen Gebieten der Türkei, so eine neue Studie der Europäischen Stiftung für Berufsbildung.

Turkey makes flexicurity a priority

New labour market policies in Turkey will include the concept of flexicurity. This was made clear by the Turkish Minister of Labour and Social Security, Ömer Dinger, ahead of an ETF seminar on flexicurity with social partners in Ankara.

The minister made it clear that reform of the labour market is necessary in order to cope with a number of challenges, in particular a high unemployment. "In order to solve our unemployment problem, we have to strengthen the idea of flexicurity," the minister said.

Flexicurity requires an integrated approach to enhance flexibility and security together, rather than ad hoc measures which promote either one or the other, probably at the expense of both.

ETF experts have carried out an in-depth study on situation in education and at the labour market in Turkey, and the draft report was discussed with representatives from ministries and social partners during the seminar in Ankara.

"Nobody wants a rigid and insecure labour market, so there is a strong basis for flexicurity, but it is a major challenge to implement the concept in a balanced way," ETF teamleader Anastasia Fetsi stated during the seminar.

The new report analyses a number of dimensions related to flexicurity, and a key conclusion is that education, training and lifelong learning needs are crucial for implementing flexicurity.

"Education and training are key for the security in employment, but not all parts of the population have equal access to good quality education," ETF expert Ummuhan Bardak highlighted. This is in particular the case for women and people living in rural areas of Turkey.

During the discussions the participants talked about the preliminary findings of the draft study, and the final report will be published beginning of 2011.
