Adaptation of foreign-based education programmes essential

 

Future leaders should adapt their knowledge to local needs, officials say

As future leaders embark on training programmes abroad and enrol in further education, the key to success is to adapt the gained knowledge from abroad and localise it, said a senior official at the Mohammad Bin Rashid School of Government.

Speaking yesterday about the Mohammad Bin Rashid School of Government's (MBSRG) first report of the Knowledge and Policies Council, Huda Al Hashemi, Executive Director of Strategy and Policy at the Prime Minister's Office, explained that whether Emiratis are sent abroad to study or enrol in a Western-based educational leadership course, "the programmes need to be localised and adjusted to the local culture, so as to lessen the gap between learning and implementation".

The MBSRG's first report highlighted the need to offer educational programmes in Arabic, in addition to the lack of feedback from students and employees.

"We cannot talk about leadership qualities without having the proper measurement and documentation, and this can be done through carrying out polls and surveys that measure and evaluate their performance," said Maj Gen Dr Abdul Quddus Abdul Razzaq Al Obaidly, Director-General at the Directorate General of Total Quality Performance at Dubai Police.

According to Forbes, the 10 qualities that make a great leader include the ability to delegate, communication, humour, confidence and commitment.

"The first report offered recommendations that can be adapted to the federal government, and entails Emirati leadership and how to prepare for the second generation of leaders," said Dr Ali Sebaa Al Merri, Executive President of MBSRG.

"We have a number of leadership programmes that cover a level of entities, and we are working on developing government leaders for the future. In our second report we will discuss the success rate of our graduates and their feedback, which covers a wide range of different programmes and their targets," he said.

"This report is the first of a series that will be issued by the council on topics that will be announced over successive months. Articulating the insights and recommendations of experts, such as government officials and executives who participate in the Knowledge and Policies Council meetings, the reports will serve as an indicator for stakeholders engaged in shaping the environment that benefits all citizens and residents of the UAE," he said.
