Philippinen: Anordnung zur beruflichen Bildung unterzeichnet

Der Präsident der Phlippinen, Beningo Aquino III, unterzeichnete eine Anordnung zur Implementierung eines "integrierten Systems der qualitativen Bildung". Damit soll der Diskrepanz zwischen mangelnden Kompetenzen und Anforderungen des Arbeitsmarktes begegnet werden.

 

Aquino signs EO on education to address job-skills mismatch

 

President Benigno Aquino III has signed an executive order that would put in place an integrated system of quality education to address the mismatch in jobs and skills and generate employment.

 

Executive Order (EO) 83 institutionalized the Philippine Qualifications Framework (PQF), a national policy that weaved together basic education, technical-vocational education, and higher education into one coherent, quality-assured instrument for classifying qualifications.

 

Major players in the implementation of the new policy are the Technical Education and Skills Development Authority (TESDA), Department of Education (DepEd) and the Commission on Higher Education (CHEd), which were tasked to craft a detailed description for each of the qualification level.

 

The Department of Labor and Employment (DOLE) and the Professional Regulations Company (PRC) are also part of the technical working group (TWG) that worked together to define the PQF.

 

The 8-Level Qualifications Descriptions would give the students the option to finish courses with a National Certificate 1 (NC1), NC II, NC III, NC IV or graduate with a Diploma Degree, Baccalaureate Degree, post-Baccalaureate Degree or a Doctoral Degree.

 

The agencies will jointly implement national pilot programs to determine the PQF’s relevance and applicability in all levels of education.

 

Secretary Joel Villanueva, TESDA Director General, said the PQF would offer a seamless framework that would allow students to move readily between and across different education and training sectors, as well as across labor markets.

 

"For example, a Grade 10 graduate or the equivalent of our high school graduate may continue up to Grade 12 and get an NC I or NC II certificate, and after this, may proceed to higher education qualifications up to a doctorate degree. Or he may stop but may also be able to work because he has acquired the NCII qualification," he said.

 

The PQF was also in line with the K to 12 education program that the country has adopted starting this school year, Villanueva said.

 

"The new framework will offer flexibility to students to choose the course they would most fit in based on the need of the market, and close the gap between educational institutions and industry trends," he added.

 

It has mandated the review of the framework and contents of licensure examinations to align them with the current standards set in the new policy.

 

Industry sector representatives would also be consulted and tapped in the detailing and application of the PQF to ensure that the outcome of the program is in tune with the job requirements of the market.

 

Under the EO, the PQF aimed to:

 

  • dopt national standards and levels for outcomes of education;
  • support the development and maintenance of pathways and equivalencies which provide access to qualifications and assist people to move easily and readily between the different education and training sectors and between these sectors and the labor market; and,
  • align the PQF with international qualifications to support the national and international mobility of workers through increased recognition of the value and comparability of Philippine qualifications.

 

The EO also provided for the creation of a PQF National Coordinating Committee composed of the TESDA, CHED, DepEd, Professional Regulations Commission, and the Department of Labor and Employment.
