Kosovo: The German education model is yielding results in Skenderaj
In Skenderaj, the dual education system inspired by the German model is bringing concrete results for young people. Just three years after the program's launch, 99% of students who have completed vocational education already have job contracts with local companies.
According to data presented by Ilir Seferi, LVV candidate for Assembly in the Municipality of Skenderaj, the change is noticeable.
Just three years after the program's launch, 99% of students who have completed vocational education already have job contracts with local companies, turning this municipality into an example of success for the entire country.
In 2022, the implementation of the dual education system began in Skenderaj, which combines theoretical learning in schools with paid internships in companies.
Thanks to this model, young people have the opportunity to learn a profession and at the same time benefit from their work from the age of 16.
Before the launch of the dual system, 80% of young people in Skenderaj expressed the desire to emigrate abroad.
But today, in 2025, this situation has changed radically.
After completing their vocational education and receiving their diplomas, 99% of students have secured employment in local companies and have chosen to stay and contribute to the economic development of their municipality.
This result has been achieved thanks to the transformation of technical schools into vocational schools, cooperation with local businesses, and a clear visionary approach that connects education with the labor market.
The dual system is helping young people to be better prepared for in-demand professions, while companies are gaining skilled and trained workers.
The example of Skenderaj clearly shows that when education is closely linked to the real needs of the labor market, the results are tangible and long-lasting.
This model should be taken seriously by all municipalities in Kosovo, as a concrete way to increase youth employment, curb emigration, and build a more sustainable economy in the country.
As president of the Besa Foundation (Business Economy Society of Albanians), Ilir Seferi is committed to transferring the German dual system of vocational education to Kosovo.
