Coalition wants to strengthen education

Increase the permeability within the educational system: this is what the parliamentary groups of CDU/CSU and SPD demand in a joint application. The parliamentary groups moreover want the German Bundestag to campaign for the equality of vocational and academic education and to further develop the National Pact for Vocational Training and Young Skilled Staff 2010-2014 into the Alliance for Vocational Training and Continuing Education.

The Members of Parliament (MPs) further advocate developing the "educational chains" in such a way that dual system vocational education and training is desired and offered as first choice compared to external training.

The coalition's parliamentary groups agree that the high degree of innovation capacity constitutes the strength of the German industry. Here, vocational education and training is a worldwide acknowledged key factor for competitiveness, wealth and high employment rates. To prove their views, the MPs quote the 2014 annual report by the expert commission Research and Innovation, a federal government commission.

The report states that, in international comparison, the strength of the German educational system lies predominantly in the existence of an excellent vocational education and training system in addition to excellent universities. The dual system of vocational education and training with its combination of practical and theoretical elements at different sites of learning results in higher qualified professionals with a high degree of process knowledge and competences.
